National Evaluation of the Troubled Families Programme

Ecorys has been commissioned to lead a consortium providing a three-year evaluation of the £450 million Troubled Families Programme. One strand of our work is an economic evaluation which will draw upon the findings of the impact evaluation along with monitoring data submitted by the local authorities to produce a programme-level cost benefit analysis (CBA). In addition, we also plan to work with a small number of areas to produce local level CBAs, placing a particular focus on quantifying fiscal costs and savings, identifying how these costs and benefits accrue to different agencies and partners and exploring the potential cashability of these savings. We have also developed a tool and accompanying guidance which will be made available to all local authorities to support local analysis.
